Dear Members of District 85,

亲爱的第85准行政区的会员,

Did you know that of the more than 1250 members currently in the 47 clubs across China that over 80% of these members received two educational manuals when they joined Toastmasters? All members that joined after January 1 2006 received both the Competent Communicator manual and the Competent Leader manual in their New Member Kits. This includes the members of the 28 clubs that chartered in China in the last year. So why did China have only 3 members complete the Competent Leader manual in 2006-2007?
您知道吗?目前,全中国有47 个俱乐部超过1250 名成员,80%在加入Toastmasters时收到了二本教材 。于2006年1月1日之后入会的会员在新会员资料包里都收到了沟通能力教材和领导力教材。这里包括去年中国28个新成立的俱乐部的会员。那为什么在2006-2007年中国仅有3名会员完成了领导力教材的学习?

The answer for this is really quite simple – most of our clubs do not know how to incorporate this manual into their regular meetings so that members can complete the manual and turn in the awards. In part, this was due to a less that adequate introduction of the manuals by Toastmasters International and in part it was due to less focus being placed on the benefits of this manual for our members by our District (then Territorial Council) on helping members to understand the benefits of the program.

The program is designed to be complimentary to the Competent Communication program. The ten project steps in the Competent Leader manual (an outline of the projects is included on our district website at http://www.chinatoastmasters.org/CLManual.htm) have over half of the projects completed by fulfilling roles within our regular club meetings – with roles like the Ah Counter, Timer, Grammarian (or as some clubs call this, Wordsmith), Evaluator (both for speeches and as General Evaluator), Table Topics Master or Toastmaster. Each project is designed to help a member better understand the skills needed in a leader.

The manual requires that each person receive a written evaluation, but there is not a requirement for an oral evaluation – so the completion of the manual requires no additional time in the regular meeting. The other projects do require a little time outside of the regular meetings – either serving on a committee or leading a committee and mentoring a member; all of which can easily be incorporated into fun activities that a part of the normal routine for your club.
领导力教材要求每人接受一次书面的评估,但对口头评估没有要求 – 因此,在例会上完成手册的要求是不需要额外的时间。其余的项目需要一点例会以外的时间 –参与一个委员会,或者领导一个委员会和指导一名会员;这些都可以轻松地融入您的俱乐部正常的活动中。

So will you begin using this manual as part of your routine in your Club? I hope so. I have begun the process of using this manual myself and find that it is very helpful in reminding me what I need to do more of as a leader. I have set a target to complete this manual before the end of December. How many of you will join me in completing this manual this year? How many of you can complete the manual before I do? I challenge every member to begin working in this manual, as it will help you to grow and develop your skills and give you another way that your membership in Toastmasters can allow you to be more tomorrow than you are today.
